Move to Structured Changes and Builds

All of the build information is scattered around the file system, which was by design, but I would like to move to a single JSON file to store all of an application's information:

• App Name
• Supports Sparkle
• CSS File name
• Builds
  • Version
  • Short Version
  • File Extension
• Releases
  • Changes
  • Version/ Build
  • Short Version
